About the Organization

Angel Reach is a non-for-profit organization designed to help preserve and maintain the Child Protective Services (CPS) placement of children in the Kinship Care Program.

CPS Kinship Care is provided by Caregivers who are blood relatives or who have a significant relationship with the child in care. The office is located in Conroe, Texas.

Angel Reach is dedicated to committing time and effort to kinship families in order to help promote a safe, stable and permanent environment for the children who are placed there.

Angel Reach is committed to helping children, raised in CPS Kinship Placements, by providing personal items, advocacy and education for the children in placement and their kinship caregivers.

About the Founders

Angel Reach was founded in Conroe, Texas as a not-for-profit organization by CPS foster and adoptive parents Sandra Carpenter and Deborah Zempel.

Sandra and her husband, Ron, have been foster parents for over 15 years, and have fostered over 50 children and adopted 6. Sandra is a certified PRIDE (Parent Resource Information Development Education) Trainer.

Deborah and her husband, Craig have been foster parents for over 8 years and have fostered over 25 children, and have adopted 6.

They both serve with the Montgomery County Foster/Adopt Association and are a part of several boards and committees concerning the welfare of abused and neglected children.
Sandra and Debbie are both committed to helping children who enter the foster care system as well as children in kinship/relative placement situations, and to help support and encourage the caregivers of these children.
